The OSD ManTech Office is responsible for administering the DoD ManTech Program by providing central guidance and direction to the Component ManTech Programs.  Along with providing oversight to DoD ManTech, the OSD ManTech Office also manages three investment portfolios: the Manufacturing Science & Technology Program, the DoD Manufacturing Innovation Institutes, and the Manufacturing Education and Workforce Development Program.

United States manufacturing and innovation are essential to American economic and national security. Maintaining U.S. influence and access to markets in a stable global environment contributes to our prosperity and standard of living.  It is the responsibility of the Department of Defense to innovate and equip our forces with the best tools possible. The DoD Manufacturing Technology enterprise uses advanced manufacturing to execute the National Defense Strategy priorities – defending the homeland, deterring strategic attacks, deterring aggression, and building a resilient Joint Force and defense ecosystem.

DoD ManTech Program was originally created in 1956 under Section 2521 of Title 10, United States Code (USC) to further national security objectives through the development and application of advanced manufacturing technologies and processes.
 
The mission of the program is to reduce the acquisition and supportability costs of defense weapon systems and reduce manufacturing and repair cycle times across the life cycles of such systems.
 
DoD ManTech is composed of the Military Service and DoD Agency (or "Component") investment programs operated out of the Army, Navy, Air Force, Defense Logistics Agency (DLA), and Office of the Secretary of Defense (OSD). 
 
The OSD ManTech Office is responsible for administering the DoD ManTech Program by providing central guidance and direction to the Component ManTech Programs.  Along with providing oversight to DoD ManTech, the OSD ManTech Office also manages two investment portfolios: the Manufacturing Science & Technology Program (OSD MSTP) and DoD Manufacturing Innovation Institutes (DoD MIIs).

The vision of the program is a responsive world-class manufacturing capability to affordably and rapidly meet Warfighter needs throughout the defense system life cycle.

The development of a vibrant domestic manufacturing ecosystem relies upon assured access for start-ups and small and medium manufacturers to prototyping, engineering, and manufacturing capabilities.  For each specific technical focus area, DoD MIIs define the required industrial commons in order to remove barriers for U.S. companies to become competitive, such as capital intensive equipment, international standards, or test and evaluation facilities.  Many MIIs, therefore, invest in state-of-the-art tools and equipment that are otherwise beyond the reach of most businesses in order to provide their members with a testbed and prototyping environment.  Most of these facilities are investments made by state and local governments to foster the ecosystems created by the institutes.

The Manufacturing USA network is composed of the U.S. Departments of Defense (DoD), Energy (DOE), and Commerce (DOC) and their sponsored MIIs.  Manufacturing USA is the brand used to describe a collective network of government agencies, their sponsored MIIs, and other Federal partners united to drive advancement in manufacturing technology and workforce skills.  Each agency participating in Manufacturing USA executes its own unique mission and critical objectives to improve American manufacturing.

Manufacturing Education and Workforce Development
The Office of the Secretary of Defense Manufacturing Technology Program seeks to further advanced manufacturing technologies and processes through joint, interagency, and public-private collaborations. In service to that mission, OSD ManTech administers the Manufacturing Education and Workforce Development Program and oversees the Federal government’s program management of nine Department of Defense Manufacturing Innovation Institutes – nine public-private partnerships.

The OSD ManTech Manufacturing Education and Workforce Development (M-EWD) team plays an integral role in creating a bridge between technology innovators and those responsible for training and educating the current and future manufacturing workforce. The M-EWD team, through its position within the Department of Defense, has a whole-system view to convene and coordinate stakeholders to better align emerging technology and talent development, linking and leveraging learning methodologies, technological resources, and subject-matter experts to develop collaborative, scalable workforce solutions that enhance the capabilities of the U.S. workforce.

2023 JDMTP Success Stories
The Joint Defense Manufacturing Technology Panel (JDMTP) serves to ensure coordination and collaboration across the Department of Defense Manufacturing Technology (DoD ManTech) Program. Panel members include the directors and senior managers (referred to as Principals) of each DoD ManTech Program including the ArmyNavy, Air ForceDefense Logistics Agency (DLA), and the Office of the Secretary of Defense (OSD), The Panel’s chairmanship is a rotating position among the Principals. Other members of the Panel include ex officio representatives from agencies such as the Missile Defense Agency (MDA), Department of Commerce (DOC) and Department of Energy (DOE).

1. How can companies and researchers do business with the DoD ManTech Programs?
Companies and researchers can engage with the DoD ManTech Programs by participating in the government-only call for proposals released annually by the Army, Navy, Air Force, Defense Logistics Agency, and Office of the Secretary of Defense Manufacturing Technology Programs. These projects are executed by engineers and scientists across the DoD Lab Enterprise, with contracts managed by the project team's Command. The best way to participate is to be engaged with the labs, Arsenals, and Warfare Centers within the DoD research and development network, as these organizations identify emerging technologies and manufacturing challenges. 2. How can industry, government, academia, and nonprofits network with the DoD ManTech community?
To network with the DoD ManTech community, you can participate in the annual Defense Manufacturing Conference (DMC). This conference brings together over 1,700 participants from 790 top government and industry organizations to communicate and collaborate on policies, strategic direction, best practices, funding opportunities, and the latest innovations in support of defense manufacturing priorities. The event offers great networking opportunities, with attendees ranging from CEOs and Flag Officers/Senior Executive Service-level officials to working-level manufacturing-oriented engineers, scientists, and business practice/policy makers. Over 160 exhibits showcasing government and industry manufacturing initiatives are also displayed at the conference.
 
3. How can industry, government, academia, nonprofits, and students engage with the DoD Manufacturing Innovation Institutes?
To engage with the DoD Manufacturing Innovation Institutes, interested parties can take advantage of the individual public-private partnerships established by each MII. These institutes bring together large and small domestic manufacturers and designers to pool their risk and advance manufacturing technologies, with cost-sharing by the Federal Government. The goal is to accelerate the delivery of defense-relevant and commercially-promising technologies. Each MII provides access to world-class pilot manufacturing facilities, education, and workforce development activities to foster a robust and sustainable innovation ecosystem in specific technology areas. Participate in the Defense Manufacturing Conference!

The DoD ManTech community participates in the Defense Manufacturing Conference (DMC) annually. The DMC is where over 1,700 participants from 790 of the top government and industry organizations get together to communicate and collaborate on policies, strategic direction, best practices, funding opportunities, and latest innovations in support of defense manufacturing priorities.


Average attendance splits between industry, government, with a smaller number from academia or non-profits. Attendees range from CEO- and Flag Officer/Senior Executive Service-level to working-level manufacturing-oriented engineers, scientists, and business practice/policy makers.

Over 160 exhibits showcasing government and industry manufacturing initiatives are displayed throughout the conference along with great networking opportunities.
