Operation Dynamo Brings Efficient Power to Remote Parts of Afghanistan

Soldiers working in some of the most remote parts of Afghanistan now have access to more reliable and efficient power, thanks to new technology implemented through Operation Dynamo. The project installed efficient mobile power sources, environmental control units, and power distribution systems in eight combat outposts (COPs) and 23 Village Stability Platforms within Regional Command East. These new systems, which work together to provide more stable and economic power generation, are expected to yield 40-60% reductions in fuel demand. The next phase of the project - Operation Dynamo II - aims to build on this success by adding 21 COPs in the Regional Commands South and Southwest regions.

ASD Burke Visits Fort Benning, Georgia

ASD Burke recently visited Fort Benning to observe firsthand the demonstration energy, water, and manpower-efficient Net Zero Expeditionary Combat Outpost (NetZero COP) set up by the Army's Rapid Equipping Force (REF). The enduring Net Zero COP consists of rigid expandable structures that include billeting for 150 Soldiers, a command post, kitchen, hygiene/laundry facility with water reuse and storage capability, and power generation with grid capability. These COPs improve fuel efficiency by 34%; increase power reliability; improve quality of life; and reduce water usage by 20% and non-potable water demand by 60%. The COPs are effective at reducing Soldier reliance on re-supply operations by providing energy efficient solutions to the tactical edge; maximizing combat power; reducing Soldier exposure during re-supply operations; and increasing operational readiness.

OEPP Staff Briefed on “China Energy Outlook”

On 12 March 2013, OEPP staff attended an event at the Center for Strategic and International Studies (CSIS), where Professor Han Wenke and Dr. Yang Yufeng, senior officials from the Chinese Government’s Energy Research Institute, briefed their latest official report titled "China Energy Outlook." In response to economic, political, and energy trends, the report’s authors propose a number of strategy adjustments.  For example, the report promotes increased coal imports to Chinese coastal areas, improved relations with major oil producers, and a more proactive role for China in regional gas markets, including competition with Korea and Japan. As the world's largest energy consumer, China's increasing energy needs will have a direct effect on geopolitics and economies around the globe.  OEPP will be following developments on this very interesting blueprint for China’s energy future.

Introducing the ASD-OEPP SharePoint site

ASD-OEPP has established a SharePoint portal on SIPRNET, located at: http://intelshare.intelink.sgov.gov/sites/asd-oepp (U). Access to the site is limited to government personnel and contractors with SIPRNET access. The site allows ASD-OEPP personnel and their functional partners from the Joint Staff, Combatant Commands, Services, and other Defense agencies to post and share documents and knowledge, promote best practices, capture lessons learned, and reduce duplication of effort.

There are links to areas for Future Force Development, Policy, and Innovation & Strategic Operations and we are actively soliciting input to develop those knowledge areas. In addition, there are libraries for Joint Staff and COCOM documents and links and a collaboration workspace for our monthly COCOM conference calls. Keep in mind this is just a start, and we will continue to add functionality and content to make the site a true virtual office for ASD-OEPP.

Operational Energy at ARPA-E Energy Innovation Summit

OEPP participated in the Government Networking Program for the Department of Energy's 2013 ARPA-E Energy Innovation Summit. Dozens of companies, universities, and organizations learned more about DoD's operational energy needs. The Summit also featured an excellent panel entitled “Energy as a Tactical Advantage: Next-Generation Requirements from the Theater,” which included operational energy leaders from each of the military Services.

New OEPP Team Members

We are pleased to welcome three new members of the OEPP family:

Alan Bohnwagner: Alan joined the OEPP staff in February 2013, transitioning from supporting OEPP as part of the Booz Allen contractor support staff for the past two years.  Alan is a retired Army officer and also supported the Joint Staff J-8 for several years as a contractor as JCIDS was introduced as the capability definition and development process for the Services.  In his new role, Alan will continue the focus on the energy KPP, wargaming exercises to help identify future energy issues, and studies and M&S tools.  He looks forward to a close working relationship with the Services, the Joint Staff J-4, and other OSD directorates.

Troy Warshel: Troy comes to us after a career in the Marine Corps, where he started as an F/A-18 Pilot and Forward Air Controller before being assigned to duty in the Pentagon with the Marine Corps Aviation and Programs and Resources divisions. After retiring, he worked in the contractor arena running the budget for the Army Counter IED division at HQDA G-38. As OEPP’s Deputy Director for Current Operations, he provides Operational Energy support to the conflict in Afghanistan, conducts outreach to COCOMs and Services to help spread industry best practices and lessons learned, and develops partnerships among stakeholders and other government agencies.  Troy and his wife Jodi live in Germantown, Maryland and have two children: Aaron, who recently completed an enlistment in the Marine Corps and Michael, a sophomore Aerospace Engineering Student at the University of Maryland.

LTC Daphney Elder: LTC Elder has served 27 years in the U.S. Army as a logistician with a widespread experience in materiel management readiness, strategic planning, and supply management. Recently reassigned to the Army G4 as the Energy Budget Officer of the Operational Energy Division, she was responsible for integrating Army-wide planning and budget activities related to Operational Energy.  As the new Assistant Deputy Director in OEPP’s Budgeting & Contracting Directorate, LTC Elder will work to improve operational energy initiative reporting, assist with development and implementation of operational energy budget justification material, and support the annual Operational Energy Budget Certification process. LTC Elder is a native of Maryland and ROTC Graduate of Morgan State University in Baltimore, Maryland.  She has 2 children – Jasmin, who is assigned to Fort Knox, KY, as a Management Intern with the Army Sports and Fitness Division, and Keith, a recent graduate of University of Maryland Eastern Shore. LTC Elder is also a die-hard fan of the Washington Redskins and Pittsburgh Steelers.
