DoD ManTech Announces Leadership Changes: Stephen Recchia and Stephen Luckowski Take on Key Roles

The Department of Defense (DoD) Manufacturing Technology (ManTech) program recently announced two leadership changes, with Dr. Stephen Recchia and Mr. Stephen Luckowski stepping into new roles that will drive the program’s future efforts. Stephen Recchia, Ph.D., has been appointed as the new program manager for the DoD Manufacturing Innovation Institutes (MIIs), succeeding Stephen Luckowski, and Mr. Stephen Luckowski is the new director of the Technology Transfer, Transition, and Commercial Partnerships (T3CP) Office.

Recchia brings a robust technical background to his new position, having most recently worked as a program manager for the Office of the Secretary of Defense Manufacturing Science and Technology Program. During the previous 17 years he worked as an engineer studying the dynamic failure of munitions for the U.S. Army.

In his new role, Recchia will oversee the nine DoD-led MIIs, providing strategic guidance to ensure long-term engagement with their ecosystems, which encompass a broad portfolio of critical technologies ranging from additive manufacturing to integrated photonics. His leadership will focus on continued growth and collaboration among industry, academia, and government, with a focus on advancing DoD’s manufacturing capabilities.

Luckowski previously held the MII program manager position, and his extensive experience, including more than 30 years of Army civilian service, positions him well for this new responsibility. Throughout his career, Luckowski has been deeply involved in the ManTech community, serving as both a ManTech program manager for the Army and DoD and as director of the Prototype Integration Facility at the Combat Capabilities Development Command Armaments Center, Picatinny Arsenal, New Jersey.

In his new role at T3CP, Luckowski will leverage his background in public-private partnerships and technology transition to drive innovation from research and development into practical applications for the warfighter. His experience as a Joint Defense Manufacturing Technology Panel–Metals Sub-panel chair and his leadership within OSD ManTech make him an ideal fit to lead efforts to transition capabilities to the warfighter and create pathways to commercialization.

These leadership changes reflect DoD’s commitment to advancing its industrial innovation base and ensuring that investments in manufacturing technologies continue to support national security objectives.
