NSWC Crane electro-optic expert represents Navy and receives three-year international appointment

CRANE, Ind. – A Naval Surface Warfare Center, Crane Division (NSWC Crane) employee has been appointed as the United States Navy Representative for the Intelligence, Surveillance, Target Acquisition, and Reconnaissance (ISTAR) Group Technical Panel 3 within The Technical Cooperation Program (TTCP). Dr. Benjamin Conley’s TTCP appointment is a three-year role which began in February.

TTCP is an international science and technology (S&T) collaboration originally established in the 1950s between Australia, Canada, New Zealand, United Kingdom, and United States of America. TTCP provides a forum to share ideas across defense laboratories, creating the potential to extend Research and Development (R&D) capabilities efficiently, avoid duplication, and improve interoperability.

“It is such a privilege to be able to serve in this role because of how much we learn from each other and how it helps accelerate technology to the US Naval fleet,” said Dr. Conley. “The ability of these nations to collaborate on new tech, test ideas together, and learn from one another is such a powerful capability. I am thrilled at the opportunity to be a part of this ongoing program and excited to make a contribution by sharing my knowledge between these partner nations.”

Dr. Conley’s appointment letter states the appointment is both prestigious and demanding.

As stated in Dr. Conley’s appointment letter, with his “previous experience, coupled with [his] technical knowledge,” he will be equipped for “this very challenging, but highly rewarding, role.” His contributions will “strengthen the programs and capabilities of all TTCP nations.”

Dr. Conley serves as the Distinguished Scientist for Electro-Optic and Infrared (EO/IR) technologies for Naval Sea Systems Command (NAVSEA) and the Navy Warfare Centers. This new TTCP appointment falls under one of his many roles that Dr. Conley has where he guides the long term strategic direction of EO/IR technology. Additionally, since 2020, he has been serving as the Program Officer for the EO/IR Sensors and Sensor Processing program at the Office of Naval Research (ONR). As an ONR Program Officer, Dr. Conley makes investment and funding decisions for basic and applied research efforts to universities, industry, and to supported Department of Defense (DoD) laboratories. Dr. Conley is also a U.S. Marine Corps veteran.
